Trigon Associates, LLC (Trigon) performed construction engineering and inspection (CE&I) services for this DOTD/FHWA funded project.
F. Edward Hebert Boulevard is a major asphalt street (approximately 1.4 miles long) in the Belle Chasse area of Plaquemines Parish; it serves various Parish facilities, a large elementary school, parks and recreational facilities, and the proposed future Parish Government Complex.
The project generally consisted of roadway reconstruction and improvements (asphalt and concrete), drainage improvements, and bicycle and pedestrian improvements.
A new 5-foot bicycle/pedestrian path was constructed on both sides along the length of the roadway. New turning lanes and signals were constructed near the elementary school and parks and recreational facilities to facilitate traffic and bike/pedestrian flow, including signage, signals, and striping.
Approximately half of the roadway length was totally removed and reconstructed as a concrete roadway. The other half remained an asphalt roadway but was totally rehabilitated.
Due to significant issues with the design of the project (performed by another consultant), Trigon had to work closely with the Parish, DOTD and the contractor to make numerous field modifications that were necessary to reasonably construct the project. The project was not previously constructible as designed.
Construction was completed in 2014 and final closeout with LA DOTD was completed in 2015.
