This project included the preparation of a Stage 1 Environmental Assessment with Line and Grade Study for one of the busiest roadway intersections in Jefferson Parish. This work was performed as a follow-up to the previously-completed Stage 0 Feasibility Study for the Clearview Parkway Corridor. The Stage 1 assessment was completed in accordance with National Environmental Policy Act (NEPA) guidelines, along with the Federal Highway Administration (FHWA) regulations and guidelines. Typical roadway sections and estimates of required rights-of-way for different alternatives were developed.
An analysis of each alternative, including a “no-build” option, was performed to determine the potential impacts on a number of items, including such things as: traffic patterns; permits; land use; community/social issues; economic factors; historic properties; archaeological sites; cultural resources; recreational areas; noise and air quality; wetlands and floodplains; farmland; endangered or threatened species. Potential mitigation measures to reduce or alleviate any negative impacts on the above items were addressed in the assessment.
Trigon’s primary areas of responsibility included data collection, identifying and mapping existing utilities, utility relocations and cost estimates, public involvement and public hearings support.
