Trigon was selected as part of a team to provide project management support for Jefferson Parish’s 2014 Hazard Mitigation Assistance (HMA) Grant Program. The program included five FEMA Flood Mitigation Assistance (FMA) and Pre-Disaster Mitigation (PDM) grant applications covering 43 residential elevations, one non-residential elevation, six residential mitigation reconstructions, and wind retrofits for three government buildings.

With an aggressive schedule requiring full execution within two years of award and final closeout within three years, Trigon’s responsibilities included grant counseling to property owners per FEMA mitigation guidelines, review of property-specific cost proposals, and verification of eligibility standards. The team also facilitated contracts between property owners and Jefferson Parish, supervised the construction management (CM) firm’s schedule and milestone payments, and managed reimbursement documentation for the Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP).

Trigon also prepared quarterly reports, maintained comprehensive grant-related databases, and provided a Certified Floodplain Manager (CFM) to ensure full compliance with FEMA and floodplain management standards.
