Trigon was selected by the City of Covington as the prime engineer for improvements to the E. 9th Avenue Lift Station (LS#4). This particular station was one of the City’s oldest lift stations, and though it appeared to have sufficient hydraulic capacity, it needed various improvements. The project generally consisted of replacing the current station, converting it from a suction-lift arrangement to a submersible station, and improving the site for better operability, ease of maintenance, and up-time in the event of an emergency.
Efforts included site surveying, preliminary and final design, bidding, and construction phase services associated with the removal of the existing lift station pumps, rehabilitation of the wet well, installation of two (2) new submersible pumps, upgrades to the control panel and various site improvements such as new perimeter fencing and site lighting. The new pumps are being selected to provide consistency and standardization with other City lift stations, thereby improving maintenance requirements.
An on-site odor control system was decommissioned as part of this project, and the control panel was configured to allow easy connection of a portable generator should primary power to the station be lost at any point. Similarly, an emergency discharge connection was installed to allow the station to be bypassed with a portable pump should that ever be necessary during an emergency situation.
The new lift station is a two-pump station with firm capacity of approximately 1,350 gallons per minute (gpm), discharging into a 10-inch force main that goes to Lift Station No. 6. The station will continue to re-pump flow from Lift Station Nos. 1, 2, 3 and 37.
Trigon provided the following general services:
• Management and oversight of surveying and incorporation of results into design.
• Design of the improvements, including site visits to verify field conditions and preparation of contract documents (specifications and drawings).
• Preparation of opinion of probable construction cost.
• Bid phase services to support the City in successfully bidding and awarding the construction contract, including attendance at pre-bid meeting, issuing addenda, attending bid opening, preparing bid tabulation sheets, and assisting the City with evaluating the bids.
• Construction phase services, particularly with respect to conducting the pre-construction conference, technical review of submittals, responding to RFIs, periodic site visits to observe work progress, and support to the City in contract closeout procedures.
