Recovery Roads Program, Multiple Projects

The FEMA-funded Recovery Roads Program is a comprehensive recovery strategy to repair Hurricane Katrina-related damages on and beneath City-managed streets and sidewalks throughout the City. The damage to this infrastructure network due to Hurricane Katrina was devastating and has taken several years to understand the extent of the repairs needed, including multiple damage assessments. Multiple construction repair projects will be developed with repairs to include full replacement of pavement, resurfacing of the uppermost layer of street pavement, point repairs of smaller areas of damaged pavement, 4-foot concrete sidewalks, American with Disabilities Act (ADA) compliant ramps, driveway aprons, utilities, catch basin and manhole adjustments, curbs and other incidental items damaged by the flooding and/or post-storm operations. Design of the road repairs is being closely coordinated with the Sewerage and Water Board of New Orleans.

Trigon is serving as a sub-consultant for the Pontchartrain Park Phase II Repair projects located in the area bounded by Peoples Avenue, Leon C. Simon Drive, France Road and Filmore Avenue. Trigon is providing services throughout the project lifecycles, from the initial scoping phase efforts and eligibility determinations, through preliminary and final design, and construction administration and resident inspection services.

Trigon is responsible for tasks within all project phases (scoping, preliminary design, final design, construction administration and resident inspection) for approximately 20% of the roads and sidewalks within this area. Efforts completed to date include scoping, preliminary design and final design and included such activities as field validating the FEMA project worksheet and requesting additional potential FEMA eligible work items, including any observed additional damages along with eligibility justifications, recommendations in terms of constructability, practicality and feasibility, cost estimates, preparation of plans and specifications, identification and coordination with drainage repairs performed by others.

Trigon will also be providing construction resident inspection services during construction. Construction is set to begin in 2015, and the current estimate of construction cost is approximately $12M.
