Local Environmental Officer – Vietnam
The Local Environmental Officer shall be responsible for assisting in the implementation and maintenance of environmental compliance activities related to activities related to finalizing the remedial approach and selection of the preferred treatment of technology(ies) for dioxin remediation. This position serves as the primary point of contact on environmental requirements and compliance issues.
ROLE AND RESPONSIBILITIES
Perform Site/Remedial Investigations.
Keep up-to-date with necessary environmental regulations.
Participate as directed in environmental compliance and remediation activities and provide leadership in all environmental areas.
Conducting field testing and sampling for environmental investigations including soil, vapor, surface water, and groundwater assessments.
Assist in preparing studies, plans, specifications, response to regulatory comments, and other communications for environmental engineering projects.
Directs activities to ensure that construction, installation, and operational testing conform to functional specifications, recognized codes and standards, and customer requirements.
Advise project team on environmental compliance, policies and procedures.
Develops action plans and key indicators for improving environmental performance.
Collecting, compiling and interpreting field and laboratory data.
Maintain records related to environmental policies, procedures and programs, including the status of environmental management programs and training which occurs.
QUALIFICATIONS AND EDUCATION REQUIREMENTS
Bachelor of engineering degree, or local equivalent, from a University, prefer civil or environmental.
Must be licensed or have appropriate professional certificate as per local laws.
A minimum of twenty (20) years of continuous experience in engineering field.
Proficient in Microsoft Office Applications including Word, Outlook, Excel, and PowerPoint.
Strong communication skills in both English and Vietnamese (oral and written).
Excellent technical writing and verbal communication skills.
PREFERRED SKILLS / QUALIFICATIONS
Experience with remediation projects.
Experience with USAID-funded projects.

In order to integrate the foreign assistance effort into the community, enhance the skills of the cooperating country’s population, and contribute to the local economy, this position is designated for a Cooperating Country National (CCN), meaning an individual who is a cooperating country citizen, or a non-cooperating country citizen lawfully admitted for permanent residence in the cooperating country.
