Lead Local Engineer – Vietnam
The Lead Local Engineer will perform activities related to finalizing the remedial approach and selection of the preferred treatment of technology(ies) for dioxin remediation. This position is responsible to lead efforts to provide the detailed engineering design necessary to implement the approved remedial approach(es) and serve as a technical advisor throughout project implementation. The Lead Local Engineer serves as the local context expert in hazardous substance management and environmental regulation. Must be professionally registered in Vietnam and fluent in both English and Vietnamese.
ROLES AND RESPONSIBILITIES
Lead or assist in engineering design associated with groundwater, soil, and air/vapor remediation including evaluating data, performing calculations, conducting research, preparing design drawings, and writing technical specifications, contract documents, and design reports.
Evaluate remediation technologies, prepare engineering calculations and assumptions, and present. technical recommendations.
Prepare engineering cost estimates.
Develop work plans for site investigation and remediation activities and direct field staff.
Prepare Feasibility Studies, Cleanup Action Reports, Engineering Reports, and permit application packages.
Prepare design drawings and bid specifications.
Manage field implementation of dioxin remediation including scheduling and budgeting.
Provide technical support to project managers in the implementation of remediation technologies, and to junior staff on the operation and maintenance of remediation systems and remediation field efforts.
Manage projects and interfaces with clients and regulators.
QUALIFICATIONS AND EDUCATIONAL REQUIREMENTS
Bachelor of Science degree in civil or environmental engineering, or equivalent based on local requirements, with emphasis in water resources, geology or environmental science.
Professionally registered in Vietnam.
Minimum ten (10) years of Environmental Consulting experience.
Proficient in Microsoft Office Applications including Word, Outlook, Excel, and PowerPoint.
Proficient written and spoken English and Vietnamese skills are required.
Excellent technical writing and verbal communication skills.
PREFERRED SKILLS / QUALIFICATIONS
Experience with remediation projects.
Experience with USAID-funded projects.

In order to integrate the foreign assistance effort into the community, enhance the skills of the cooperating country’s population, and contribute to the local economy, this position is designated for a Cooperating Country National (CCN), meaning an individual who is a cooperating country citizen, or a non-cooperating country citizen lawfully admitted for permanent residence in the cooperating country.
