Under the Global A&E II IDIQ contract, Trigon Associates served as the prime contractor and consulting engineer, delivering comprehensive construction management services for the Jordan School Expansion Project (JSEP) and the Schools for a Knowledge Economy Project (SKEP). The SKEP encompassed the construction of 25 new schools, while JSEP involved the expansion of approximately 70 schools and kindergarten sites, along with the development of 50 sports and activity facilities. The combined value of the construction for both programs amounted to approximately $330 million USD, executed under USAID Host Country Contracting rules in partnership with the Ministry of Public Works and Housing (MPWH). The Ministry of Education (MOE), as the end user, was another key stakeholder.
Trigon’s primary objectives under this task order were to enhance compliance with safety, schedule, and quality standards across all construction sites, and to ensure and report on the adherence of all stakeholders to the contract terms and applicable regulations for both JSEP and SKEP programs. Trigon’s activities mainly involved construction site visits and observations centered on Quality Assurance and Health & Safety, compliance with environmental documents, monthly updates on program budgets and schedules, overall contract document compliance, and providing procurement assistance. Additionally, Trigon conducted both formal and informal training sessions through workshops and partner meetings for the MPWH, as well as for Design Engineers, Supervisory Engineers, and Construction Contractors, all of whom were local Jordanian firms.
Our team closely monitored all Construction and Supervision contracts, advising stakeholders on necessary corrective actions. We supported the MPWH with budget and schedule management, final inspections, and site handovers. We also collected extensive progress data and furnished the MPWH and USAID with detailed reports and analyses, enabling them to make informed and timely decisions. Our reports included key findings, identified risks to success, and suggested mitigation measures for performance improvement.
